Alabama Bill to Exempt Older Vehicles from Title Passes in State House, Moves to Senate

Vehicles 35 Years Old, Trailers 20 Years Old Would Be Exempt From Titling

An Alabama bill to exempt 35-year-old vehicles from needing an Alabama certificate of title has been approved by the state’s House of Representatives and is advancing to the Senate. 2016 House Bill 280 would also extend a title exemption to travel trailers, semis, collapsible camp trailers, and other trailers 20 years old or older, as well as all utility trailers. Low-speed vehicles would also be exempted.

The bill is an amendment to earlier state legislature that dictates current titling laws, and it also removes maximum-penalty wording for dealers that are found guilty of selling, trading, or transferring a required-title vehicle without complying with the law. Currently, violating this chapter of the law is a misdemeanor with a fine of not more than $500; if HB280 passes, it will be a “Class A misdemeanor” with no maximum penalty prescribed.

The bill would make buying and selling older vehicles in Alabama much easier, as it would extend the title exemption from its current boundary of 1974 or older. It was passed through the House on March 22 by a count of 99 yays to 6 nays, with 1 abstaining.
